Acronym or name of the risk pool: Alabama health insurance plan or AHIP.

Regulation establishing risk pool: Alabama department of insurance. Chapter-481-1-115

Funding: Majority of the funds are operated through premium payments. If deficits are incurred, they are adjusted with assessments by AHIP among insurers who are participating.

Plans offered: Alabama offers two plans under the risk pool. (1) Traditional indemnity plan - this is offered through Blue cross and BlueShield of Alabama. It has two types of deductibles, one of $1000 and the other of $2500 (2) Managed care plan offered through United Health Care.

Maximum benefit limits: A $1 million annual maximum and lifetime maximum is offered in the traditional indemnity plan.

Eligibility: (1) The person must be a person living in Alabama. (2) He must have had at least 18 months of continuous coverage that expired no earlier than 63 days before enrollment date in the AHIP. (3) The last health insurance should not have been terminated because of fraud or absence of premium payment. (4) The person must have exhausted coverage under COBRA or federal covers if he was eligible for it. (5) The recent covers he had received must have been under government health plans, church plans, group health plans or a plan linked to any of the above.

Enrollment periods: The interested person must complete and submit the form before the passing of 63 days since the end of his last coverage. AHIP members who want to change their plans must do so during November of each year. The plan changes become effective from 1st January of the following year.

Premium payments: Premiums are dependent on the health plan you select. It is also determined by your age, sex and whether you are a smoker. Payments are to be made within or on the due date. This is the last day of coverage provided by the previous premium. A grace period of 31 days is also available for payment of premiums.

Premium calculations: Premiums are determined according to the premiums payable for a standard risk plan of similar benefits. The plans are usually confined between 125% and 200% of the standard risk rates. The rates have to be submitted to and approved by the Alabama insurance commissioner.

Pre existing condition waiting period: There is no waiting period for pre existing conditions because prior coverage is required to enroll for this programme.
