Acronym or name of the risk pool: Mississippi Comprehensive Health Insurance Risk Pool Association or MCHIRPA.

Regulation establishing risk pool: Comprehensive Health Insurance Risk Pool Association Act. under chapter 9 of title 83.

Funding: It is funded by assessments on commercial insurance companies and stop loss agencies. Assessments are also conducted on reinsurance carriers. These funds are added on to those generated by premiums paid by members of the plans.

Plans offered: There is one plan offered with three types of deductibles.

Plan benefit: There are 3 choices of deductibles. These are $1000, $2000 and $3000. The coinsurance rate for all is 20% and there is no out of pocket maximum. The plans have separate deductibles for prescription drug benefits. Generic drugs are covered after deductibles have been met.

Maximum benefit limits: The lifetime maximum offered is $50000.

Eligibility: (a) The person must be a resident of Mississippi for at least 6 months. (b) The person must have received a notice rejecting his application for insurance from an admitted company in the state within the last 12 months. (c) The person is not eligible for Medicare benefits. (d) You are not receiving benefits from any other plans, state or federal. (e) The person has not received more than $500000 in benefits from MCHIRPA or other high risk pools. (f) No other health coverage is being provided to the individual.

Enrollment periods: The cover becomes effective on the first day of the month following approval of the application. If the person is available for coverage under HIPAA, and if he had applied within 63 days of the end of the last cover, his coverage will be effective on the day following the end of that cover.

Premium payments: Premiums are dependent on the health plan you select. It is also determined by your age, sex and whether you are a smoker.

Premium calculations: Board decides on the monthly premiums and it is usually restricted to a percentage of the standard risk rate. This refers to other benefits that people in Mississippi can obtain from private health insurance providers. The rate cannot exceed 175% of the standard risk rate. The capped rate is 150%.

Pre existing condition waiting period: For all policies under MCHIRPA, benefits are not payable for the first 12 months of coverage under a preexisting condition. Exceptions apply under waivers. Waivers are usually given to people having eligibilities under HIPAA.
