The bill expands the directions regarding definition of medical malpractice by including other 'patient related service'. It also includes the actions by non-medical staffs for any wrong-doing against which an action for damages may be brought.

The delegates of nursing home authorities moved a bill to minimize the gaps in their insurance coverage. They claim that the general liability insurers seldom provide coverage which includes damages stemming from difficulties like carelessness by non-medical staffs.
