The start of Highmark was in 1996 when two Pennsylvania licensees belonging to the Blue Cross and Blue Shield Association, were merged to form Highmark Blue Shield. Presently, the reach of the services of Highmark Blue Shield puts it among the largest health insurers in the U.S.

The individual and family plans offered by Highmark Blue Shield of Pennsylvania are medically underwritten and are guaranteed issue plans. These plans meet the different needs and budgets of individuals. There are different plan products available that are based on household income and are priced comparatively low.

The individual and family plans are available in different categories like New Graduates, Getting Married, Raising a Family, Self-Employed, Between Jobs, Empty Nesters, Retiring Early, Income based programs and those who are eligible for Medicare.

The different plans available in the individual and family category include the ShortTermBlue, CompleteCare, PPOBlue, DirectBlue, PreferredBLue, KeystoneBlue HMO.

There are programs that are based on one's income and are meant for those who have some income but are not enough to purchase insurance for themselves or their spouse and kids. These plans are right for those who were not offered Medical Assistance due to their low income or are laid off from their job and are in search for work and looking for insurance cover that is affordable.
